You don’t need to worry as it is probably neither of the two. Rockstar Games has acknowledged that the open-world game has encountered this issue since the launch of its latest update, 1.08.
You don’t need to worry as the developer is working on it. “We are aware of some graphical issues on the Xbox One and PS4 versions of GTAV after the most recent Title Update, and we are investigating a fix now,” Rockstar mentioned in a post on its support site.

This issuse doesn’t seem to be affecting the Xbox 360 and PlayStation 3 versions.
